Masanori Saito is a Japanese Administrative Scrivener, Certified Privacy Consultant, author, and public policy practitioner based in Sapporo, Hokkaido, Japan.
A graduate of Hakodate La Salle Senior High School, he began his professional career in hotel and restaurant management before relocating to New York City, where he resided for approximately ten years. During his time in the United States, he earned a Master of Science in Urban Policy Analysis and Management from The New School. Concurrently, he served as a teacher at The Japanese Weekend School of New York (operated under the guidance of the Ministry of Education, Culture, Sports, Science and Technology of Japan) and completed an internship at the New York City Department of Juvenile Justice, participating in the design of alternative-to-detention programs for youth.
Following his return to Japan, he served as a researcher at a government-affiliated think tank, conducting policy research on urban governance, regulatory reform, and social institutional frameworks.
In his current legal practice, he provides counsel and administrative support in inheritance planning, international contracts, privacy compliance, and related administrative procedures. He has also served as a lecturer for the Japan Self-Defense Forces for approximately two decades and has contributed to municipal governance as a member of the Sapporo City Library Advisory Council.
