行政書士の仕事は、書類を作り手続きを代行することにとどまりません。制度と現実のあいだに立ち、迷いや不安を抱える方の確かな支えとなり、安心して次の一歩を踏み出せるよう橋渡しをすること。

函館市天神町生まれ。函館ラ・サール高等学校を卒業後、ホテル・レストランマネジメントの現場に6年間。その後、英国を経て渡米し、ニューヨークを拠点に約10年を過ごしました。大学・大学院で都市政策と社会制度を学びながら、ニューヨーク日本人補習授業校(文部省の指導のもと運営)で子どもたちに教え、ニューヨーク市少年司法局では4か月のインターンとして、7歳から16歳までの少年を対象とした「拘束に頼らない更生プログラム」づくりに参加しました。制度が人を支え、ときに人を追い込む——その両方を、若い人たちの傍らで見つめた日々でした。
帰国後は政府系シンクタンクの調査スタッフとして、都市政策や社会制度の調査研究に。生活と制度のあいだにある「ずれ」や、声になりにくい困りごとに向き合う時間でした。
いまは行政書士として、人生の節目の手続きをお手伝いしています。書類や手続きは目的ではなく、その先にある「安心して暮らせる日常」を支えるためのものだと考えています。

Masanori Saito is a Japanese Administrative Scrivener, Certified Privacy Consultant, author, and public policy practitioner based in Sapporo, Hokkaido, Japan.
A graduate of Hakodate La Salle Senior High School, he began his professional career in hotel and restaurant management before moving to the United Kingdom and later to the United States.
He spent nearly ten years in New York, where he studied at the State University of New York at Old Westbury and later earned a Master of Science in Urban Policy from The New School University.
While in New York, he taught at a Japanese supplementary school operating under the guidance of Japan's Ministry of Education and served as an intern with the New York City Department of Juvenile Justice. Working with community-based programs for at-risk youth, he gained firsthand insight into the relationship between public institutions, social support systems, and individual lives.
He studied policy-making and urban policy with a particular interest in how governments, communities, and citizens can work together to address complex social challenges. The perspective he developed there continues to shape both his professional practice and his writing.
Upon returning to Japan, he worked as a policy researcher with the Hokkaido Regional Development Organization, a government-affiliated think tank. His work focused on regional development, public policy, and social systems, combining field research with policy analysis.
For approximately twenty years, he served as a lecturer for the Japan Ground Self-Defense Force Northern Army Headquarters, conducting seminars on career transition and post-retirement life planning for military personnel. Through this work, he helped service members prepare for life beyond military service and witnessed the challenges and opportunities of major life transitions.
As a Certified Privacy Consultant, he has advised organizations on personal information protection and privacy governance. He views privacy not merely as a matter of compliance, but as a reflection of human dignity and respect within a democratic society.
Mr. Saito also served for four years as a member of the Sapporo City Library Council, contributing to discussions on the role of public libraries as centers of learning, civic engagement, and community life.
Throughout both his professional and personal journey, Mr. Saito has remained committed to building bridges between public institutions and everyday life. He believes that public policy should ultimately serve people, and he hopes, in his own way, to contribute to a society in which every individual can live with dignity, purpose, and hope.
Alongside his professional practice as an Administrative Scrivener, he is also an active author and essayist. His writing explores public policy, community life, culture, history, and the enduring question of what it means to live a meaningful human life.
